What does it mean to take a systems perspective in policy and program evaluation?

While this question isn’t new, it remains unsettled for many in our field. ARTD Partner and Chief Evaluator, Andrew Hawkins, revisited this topic through an Australian Evaluation Society (AES) Special Interest Group. He has since written a provocation, in the form of an answer, offering 13 questions or actions to work through; a strawman minimal viable approach for public servants.
