This multi-strand evaluation is assessing the effectiveness of the NSW Energy Efficiency Strategy, including better measures of energy savings. ARTD is working in partnership with the OEH to integrate the different evaluation strands and provide overall evaluation reports.
Home Power Savings Program

The Home Power Saver Program works to improve energy efficiency among low-income households. ARTD conducted an interim evaluation of the program in conjunction with the OEH program managers to inform future directions and contribute to the overall evaluation of the NSW Energy Efficiency Strategy.
Australian Packaging Covenant
Australian Packaging Covenant, 2012—in progress
All signatories to the Australian Packaging Covenant are required to report annually on activities that contribute to broader product stewardship and sustainability outcomes. ARTD was engaged to design and implement (2011–2016) a data collection framework and online system to facilitate reporting and evaluation in line with Covenant KPIs.
Clean Air, Healthy Communities Program (CAHC)

ARTD undertook an evaluation of the Clean Air, Healthy Communities Program. The program aims to improve air quality and reduce greenhouse gas emissions in NSW through addressing sources of emissions, primarily in the transport sector but also in selected industries. ARTD worked with project teams to develop project evaluation frameworks and plans, and worked with the eight projects funded under the program to support their evaluation planning and implementation. We also prepared an overall program evaluation framework and plan, which guided the overall evaluation. ARTD identified, collated and analysed evaluation data from all eight component projects and prepared a report on the overall outcomes of the program.
Water by Design
SEQ Healthy Waterways Partnership, 2010
Water by Design is a partnership program that aims to build industry capacity to deal with issues relating to water-sensitive urban design in Queensland. ARTD assessed key stakeholders’ satisfaction with the program. We interviewed stakeholders and people who had used Water by Design training products, which include technical guidelines, training courses and other program publications.
Hunter Water

Hunter Water provides water and wastewater services to the Lower Hunter. ARTD developed a staff and stakeholder satisfaction framework and designed a research method for collecting satisfaction data. Both online surveys and interviews were used.
Australian Sustainable Schools Initiatives

The Australian Sustainable Schools Initiative (AuSSI) is a partnership of the Australian Government and the States and Territories, which aims to provide an integrated approach to Education for Sustainability (EfS, otherwise known as environmental education) activities across Australian schools. ARTD undertook an evaluation of the operational effectiveness and impact of AuSSI, to assess how it was performing in meeting its goals. The evaluation used data and documents provided by the Commonwealth Government and the State Governments to ascertain the effectiveness of AuSSI against its goals, as well as in-depth interviews with AuSSI stakeholders across the country.
