Evaluation of NSW Youth Partnership Pacific Communities

This complex NSW whole-of-government initiative involves eight lead agencies and 15 separate initiatives addressing children and young people's engagement in education; young offenders; family environments; and building community capacity. ARTD worked with agencies to develop an evaluation framework, and is conducting formative and summative evaluations of the initiative.
Police Cautioning under the Young Offenders Act

This research project examined the effectiveness of police cautions in preventing youth re-offending and the factors affecting re-offending. ARTD used de-identified police data on re-offending amongst young people who have been cautioned, and a survey of police youth liaison officers.
Performance framework for programs for school leavers with a disability

ARTD worked with the Department to develop an innovative monitoring and evaluation framework for 'Transition to Work' which provides support to engage in paid employment, and 'Community Participation' which assists young people to engage effectively in mainstream community activities.
Review of the Action Plan for Children and Young People

ARTD reviewed the Action Plan by considering the risks to clients and assessing how well those risks were managed by the Department's systems and programs. The review generated ongoing change for the Department and defined a strategic agenda for future work for this target group.
Independent assessments of Reconnect services

This flagship national program provides early intervention into youth homelessness around Australia, through 98 funded community-based services. The Department needed independent performance assessments for funding decisions. ARTD developed a risk management model and evaluation framework. An assessment of each service used client data, service reports, and interviews and field visits around Australia, including Centrelink officers, schools, care and protection agencies and NGOs.
