We have extensive experience in public and social housing including affordable housing, supported accommodation, and intersectoral partnerships, both nationally, and within state and territory jurisdictions. Projects range from the facilitation of new strategy, high-level national reviews, development of monitoring and evaluation frameworks and individual program evaluations.
Evaluation Framework for the NSW Housing and Human Services Accord

ARTD provided advice and assistance to the NSW Department of Housing to finalise the Evaluation Framework for the Housing and Human Services Accord. ARTD reviewed the existing draft of the Evaluation Framework and conducted consultation workshops with internal and external stakeholders to finalise the Framework.
National Community Housing Forum - Independent Review

The National Community Housing Forum is a not-for-profit organisation established as a national forum of key stakeholders, consisting of non-government providers, Commonwealth and state/ territory jurisdictions and consumer representatives, to better inform the development and provision of community housing in Australia. ARTD reviewed the role and future directions of the Forum.
Review of the Public Housing Transfer Policy

Strategic review of the Department's existing transfer policy to identify opportunities for better prioritising transfer applications on the basis of need, and to ensure that high need transfers are dealt with appropriately in relation to other high priority applicants.
Housing and Accommodation Support Initiative (HASI) Evaluation Framework

ARTD developed an evaluation framework for a major support initiative based on supported accommodation for people with mental health problems. The evaluation framework defined the intended program outcomes, key evaluation questions and monitoring data specifications for the implementation of the program across NSW. Subsequently, ARTD has developed and piloted a monitoring system with NGO providers to collect and report the required monitoring data.
Evaluation of the 2003 Commonwealth-State Housing Agreement

High-level review of a nationally significant partnership between jurisdictions to provide housing assistance with over $4 billion of Australian Government funding, involving analysis of reports and workshops in each state and territory.
