Programs and services need systematic monitoring to alert managers to potential issues, and to ensure accountability to stakeholders. Part of our business is designing, piloting and managing systems of client data for a wide range of human service programs.

Design
To produce quality data we develop feasible and user-friendly systems that maximise compliance by system users. We begin with performance frameworks based on program logic and stakeholder needs, and consider practical implementation, including pilot testing and integration with existing data management systems.

For example, we developed an integrated quality system for the services of the Department of Ageing, Disability and Home Care (2007-2008); and developed monitoring systems for new programs such as Supporting Families, Community Participation, and Transition to Work. Other clients include FaHCSIA, and the NSW Departments of Aboriginal Affairs, Health, and Juvenile Justice.

Trial and implementation
We pilot new monitoring systems and refine forms and tools to ensure that they work well. Piloting also allows all stakeholders to understand the new system, and ensures greater acceptance of the system when implemented.

ARTD also manages the collection and analysis of monitoring for agencies. We are currently managing monitoring and reporting projects for the NSW Department of Health (Centre for Mental Health and Drug and Alcohol), and the Department of Ageing Disability and Home Care.
